[p.127] 1899 Janry 4        A Meeting of the Parish Council was held in the Yeates Schoolroom on Wednesday the 4th January 1899. Present H. Bullock Esq. (Chairman) Messrs. R. J. Coxill, E. Gowin, J. W. Ingram, C. Osborn, J. Varney, T. Walker and J. White

The Minutes of the last Meeting were read and confirmed.

Parish Fire Engine Act 1898         The Clerk read the following letters in reply to the circular respecting the Parish Fire Engine Act 1898. From the Clerk to the Parish Council of Adstock approving if annual subscription be not too high, from the Chairman of the Parish Meeting of Dunton declining. from the Chairman of Parish Meeting of Hogshaw approving, from the Chairman of the Parish Meeting of Hogston saying no decision was arrived at,  from the Clerk to the Parish Council of Great Horwood approving, from the Clerk to the Parish Council of Mursley asking for further particulars, from the Clerk to the Swanbourne Parish Council acknowledging the Circular but stating that as yet there had been no meeting of their Council, and a letter from Mr. Knight Bruce, Agent to Lord Roseberry offering a special agreement if the Proposal to the Parish Meeting of Hogston came to nothing.
                Mr. J. Varney proposed that a letter be sent to the various parishes informing them that
[p.128] a charge of 1s/6d per £100 of the Rateable Value of the Parish would be the annual Subscription required from each Parish joining. This was seconded by Mr. J. White.
                Mr. J. W. Ingram proposed an amendment that the addition of the word “about” before the 1s/6d, and the words “if sufficient Parishes join” after the words 1s/6d, in Mr. Varney’s proposition should be made. This was not seconded. Mr. Varney’s proposition being carried nem. com. Mr. Ingram & Mr. Walker not voting.

                Mr. T. Walker proposed the following Scale of Charges on the occasion of a Fire should be adopted and sent with the letter referred to in the last resolution.

March 1899

Parish Fire Engine Act 1898         A Letter was read from the Clerk of the Adstock Parish Council agreeing to the terms proposed by the Parish Council with respect to the use of the Winslow Fire Engine & Brigade & the Chairman mentioned he was informed that either the Parish Meeting of Addington or Lord Addington on behalf of the parish would agree to the terms.

Parish meeting (election)

1899 March 6                     The Parish Meeting for the Election of Parish Councillors and the Annual Parish Meeting was held in the Boys School on Monday the 6th of  March 1899 at 7 p.m. Present H. Bullock Esq. Chairman  Messrs. W. S. Neal, A. J. Clear, Josiah White, W. H. Stevens, James East, W. Lorkin, W. Walker, J. Walker, G. Ash, J. Varney & Revd. J. G. Evans.

The Notice calling the Meeting was read.

At the expiration of fifteen minutes from taking the Chair, no further nominations having been handed in, the Chairman read the nominations to the Meeting and declared the 9 Candidates elected.

The Minutes of the Parish Meeting held the 17th November 1898 were read and confirmed.

The Accounts for the past year of the Winslow Charities were presented by Mr. Geo Ash, the Secretary.

Mr. W. H. Lorkin suggested that the Parish Meeting might be better attended if the Parish Council would have them cried by the Town Crier.

April 1899

[p.130] 1899 April 19       The Annual Meeting of the Parish Council was held in the Yeates Schoolroom on Wednesday  19th April 1899. Present H. Bullock Esq. (Chairman)  Revd. J G. Evans, Messrs. A. J. Clear, R. Coxill, J. W. Ingram, W. R. Monk, W. H. Stevens, J.Varney, T. Walker and J. White

                The minutes of the last Meeting of the late Parish Council were read & confirmed.

Chairman            Mr. John Varney proposed that Mr. Herbert Bullock be re-elected Chairman of the Parish Council. This was seconded by Mr. J. White and carried unanimously.

Vice-Chairman Mr. J. White proposed that Mr. T. Walker be elected Vice Chairman of the Parish Council. This was seconded by Mr. Coxill & carried unanimously.

Overseers          Mr. J. W. Ingram proposed and Mr. T. Walker seconded that Mr. G. A. Midgley and Mr. Thomas Cripps be appointed Overseers.
Mr. J. Varney proposed and Mr. R. Coxill seconded that Mr. W. C. Cowell be appointed an Overseer.
                Mr. J. White proposed and Mr. W. Monk seconded that Mr. Thomas Ridgway be appointed an Overseer. And these first four gentlemen were unanimously appointed to that office.

[p.131] Lighting and Watching Act & Fire Brigade Committee     Mr. A. J. Clear proposed and Mr. J. W. Ingram seconded that the Nine members of the Parish Council be appointed the Committee for carrying out the provisions of the Lighting & Watching Act including the management of the Fire Brigade. This was carried.

Technical Education Committee         On the proposition of Mr. Varney seconded by Mr. T. Walker, Messrs. Clear, Coxill, Ingram, Varney, Walker, White and the Revd. J. G. Evans from the Parish Council and Revd. W. F. Armstrong, Revd. H. K. Byard, Messrs. G. Pass, James East and T. Higgins were appointed a joint Committee to act as the Local Committee for the Parish to carry out the work of Technical Education.

Precept on Overseers    On the proposition of Mr. J. W. Ingram seconded by Mr. J. White a precept for £5 on the Overseers for the purposes of the Parish Council was signed.

Declarations      The Members of the Parish Council signed the Declaration on acceptance of office.

Cheque                A cheque was drawn to the Clerk for £2-2-4 to provide Audit Stamp £1 and pay the following:-
                George’s bill 10d½, French’s a/c 14s/2d  Stamps 2/9 Fire Insurance 4s/6d.

May 1899

[p.132] 1899 May 10                        A Meeting of the Parish Council was held in the Yeates Schoolroom on Wednesday the 10th May 1899. Present Herbert Bullock Esq. (Chairman) Revd. J. G. Evans, Messrs. A. J. Clear, R. J. Coxill, W. R. Monk, John Varney, T. Walker & J. White.

The Minutes of the last Meeting were read and confirmed.

Footpath in High Street        Mr. A. J. Clear in accordance with notice moved “That this Council call the attention of the County Council to the bad state of the Foot path in the High Street from Mrs. George’s corner to the Post Office.”
                Mr. Varney seconded and it was carried nem: con: Mr. Coxill not voting.

Bathing place                    Upon the following motion of which Revd. J. G. Evans had given notice, coming on viz “That this Council considers the advisability of taking over the Bathing Place and the best steps to take in doing so,” the Chairman stated that in his opinion the site of the present  Bathing place being in the Parish of East Claydon, it would be necessary under the Baths & Wash-houses Acts that the Acts should be adopted by both parishes, and the Bathing Place managed by them jointly.
                The Revd. J. G. Evans then moved “That
[p.133] this Council approach East Claydon Parish Council with a view to measures being taken to call Parish Meetings for the purpose of adopting the Acts in each parish.”
                This was seconded by Mr. A. J. Clear & on being put to the meeting was lost, Revd. J. G. Evans, Messrs. Clear & White voting for it. Messrs. Coxill, Monk, Varney & Walker against. The Chairman not voting.

June 1899

1899 June 7                         A Meeting of the Parish Council was held in the Yeates Schoolroom on Wednesday the 7th June 1899. Present H. Bullock Esq. (Chairman), Messrs. A. J. Clear, R. J. Coxill, J. W. Ingram, J. Varney, T. Walker & J. White.

The minutes of the last meeting were read and confirmed.

Repairs to Engine House              On the proposal of Mr. J. White seconded by Mr. Ingram, Two new hand Lamps were directed to be obtained for the use of the Fire Brigade.
                Mr. J. White also proposed and Mr. Ingram
[p.134] seconded that the Doors of the Engine House should be newly painted and lettered and the other external Woodwork painted and the Engine House ceiled with a Matchboard ceiling & properly varnished and the Walls newly colored and that Tenders should be obtained for the above from local Tradesmen on Specifications to be approved by Messrs. Ingram and Walker on behalf of the Council. This was carried unanimously.

                The Clerk was directed to instruct Mr. Russell to attend Fires, if called, in the parishes of Addington, Adstock, Hogshaw.

1899 July 5           A Meeting of the Parish Council was held in the Yeates Schoolroom on Wednesday the 5th July 1899. Present H. Bullock Esq. Chairman, Messrs. A. J. Clear, R. J. Coxill, J. W. Ingram, W. H. Stevens, J. Varney & J. White and Revd. J. G. Evans.

Repairs to Engine House              Mr. J. W. Ingram proposed Mr. J. White seconded and it was carried unanimously that the Tender of Mr. Jennings of £6-15-0 for Repairs to Engine House be accepted.

re Recreation Ground                    Revd. J. G. Evans in accordance with his notice moved “That the Parish Council take into consideration the possibility of providing a Recreation Ground for the Children who are a nuisance to the Town for the want of somewhere to spend their spare hours.” Mr. J. White seconded and it was carried unanimously.
                Revd. J. G. Evans then moved that the matter be referred to a Committee consisting of Revd. J. G. Evans, Mr. J. W. Ingram and Mr. White and the Chairman, the Committee to report to another meeting of the Council. Mr. John Varney seconded & it was carried unanimously.

September 1899

[p.136] 1899 Sep : 6         A Meeting of the Parish Council was held in the Yeates Schoolroom on Wednesday the 6th September 1899. Present H. Bullock Esq. Chairman, Messrs. A. J. Clear, J. W. Ingram, W. H. Stevens, J. Varney Thos. Walker & J. White and Revd. J. G. Evans.

                The minutes of the last Meeting were read and confirmed.

re Recreation Ground    The Committee appointed to make enquiries as to the possibility of providing a Recreation Ground did not present a written report, but it appeared that they had not succeeded in finding any owner willing to let a field that seemed suitable for the purpose.
                The Revd. J. G. Evans mentioned the field next the Union Workhouse called “Gubbles Gore” and said that Mr. Robinson the Tenant had had it for a very short time but was willing if possible to be of any assistance of obtaining it for the purpose of a Recreation Ground if available.
                The Chairman was requested to write to Messrs. Conquest and Clare of Bedford, the Solicitors for the Owner, to enquire whether they would entertain negotiations on the subject.

Parish Fire Engine Act 1898         The Chairman presented a form of
[p.137] Agreement which he thought would be sufficient to make with any neighbouring Councils who wished to have use of the Fire Brigade in case of necessity.

November 1899

[p.138]  1899 Novr. 1                       A Meeting of the Parish Council was held in the Yeates Schoolroom on Wednesday the 1st  November 1899. Present H. Bullock Esq. Chairman, Revd. J. G. Evans, Messrs. A. J. Clear, R. Coxill, J. W. Ingram, W. R. Monk, W. H. Stevens, J. Varney, T. Walker & J. White.

Lighting and Watching Act           It was agreed that the Parish meeting for the purposes of the Lighting and Watching Act be called for Thursday the 16th November.

re Recreation Ground                    A letter from Messrs. Conquest and Clare offering to let the field called “Gubbles Gore” for a rent of £40 per annum was read.
The Chairman made a statement that the Sub-Committee had considered this letter and decided they would make no recommendation to the Parish Council, but the Chairman would make a short statement to the effect that by a 1d Rate with sums raised by letting the Field for Grazing and special purposes, the Parish Council might expect to receive about £52 per annum which should be sufficient to do what was absolutely necessary to occupy this field as a Recreation Ground.
                Mr. Varney proposed ”That a reply be sent to the letter, that the Parish Council are not
[p.139] able to accept their offer.” Mr. T. Walker seconded.
                Revd. J. G. Evans proposed an amendment “That the reply to the letter be that the Parish Council are willing to hire the Field if the owners will accept a rent of £35 per annum.” Mr. J. White seconded.
                The amendment being put to the meeting Revd. Evans, Messrs. White, Clear, and the Chairman (4) voted for it & Messrs. Varney, Walker, Monk, Coxill and Ingram (5) against. Mr. Stevens did not vote.
                Mr. Ingram then proposed a fresh amendment “That the reply to the letter be the Parish Council are willing to hire the field if the Owners will accept a rent of £30 per annum.” This was seconded by Mr. Stevens and on being put to the meeting was carried. Messrs. Ingram, Stevens,  Evans, Clear, White, Coxill and the Chairman voting for it and Messrs. Varney, Monk & Walker against not voting.
               
Charities              On the motion of the Chairman seconded by Mr. Ingram, Mr. John Varney was unanimously reelected a Trustee of the Winslow Charities as the Parish Council representative.

Parish Fire Engine Act 1898         The Clerk informed the Council that he had reason to believe that there was a widely spread impression that, in spite of the regulation made by the Council that the Fire Brigade should
[p.140] not attend Fires in parishes which had not entered into an agreement for the purpose, the Fire Brigade would attend if summoned by a responsible person. The Chairman said the regulations would be adhered to, but probably nothing but experience would convince persons of the fact, but he hoped that if any report of this meeting appeared in the local papers it would specially notice this statement.
                The Clerk reported that he had again heard from Adstock Parish Council that they could not sign the agreement to pay the expenses of a Fire in their parish. He had therefore informed the Superintendent that the Brigade should not attend Fires in that parish.
                The Clerk also reported that Lord Rosebery and the Rector of Hogston wished to enter into the proposed agreement respecting the use of the Fire Brigade on behalf of the Parish of Hogston. It was resolved that this would be satisfactory to the Winslow Parish Council.

Parish Meeting (Lighting & Watching)

1899 Novr.  16                    A Parish Meeting called for the purposes of the Lighting and Watching Act 3 & 4 Wiliam IV and for taking into consideration the amount of money to be raised for the purposes of the said Act for the current year in this parish was held in the Yeates Schoolroom on Thursday 16th November 1899.

                Present Herbert Bullock Esq. (Chairman) Messrs. E. A. Illing and Josiah White.
                               
The Notice calling for the Meeting was read.
The Minutes of the last Parish Meeting were read and confirmed.

Mr. E. A. Illing proposed and Mr. J. White seconded that a sum not exceeding £140 be raised for the purposes of the Act in this parish for the ensuing Year. and carried unanimously.
