[p.209] Janry 8th 1908        A Meeting of the Parish Council was held in the Oddfellows Hall on Wedy January 8th 1908, present
Mr. A. J. Clear, Chairman 
Messrs. W. R. Monk, A. Watson, C. Watson, J. White, J. Varney, W. H. Stevens & H. J. Turnham.

Water reserve for F.B.        A discussion took place respecting the matter of constructing a reserve of Water for use in case of Fire, in the old Sewer ditch in Spring Close occupied by Mr. J. C. Hawley, and it was ultimately agreed that the members of the Council should go and view the place and report at the next meeting.

Foot Path Piccadilly        Mr. J. Varney propd and Mr H. J. Turnham Secd that Messrs. J. Varney, A. Watson & W. T. Walker be a Comtee. to inspect & report on the present stile & foot path near Piccadilly.

Allotments & Small Holdings     A Circular received from Mr Crouch clerk to the County Council Re Allotments & Small Holdings Act were
[p.210] produced & read, some notices also recd from the County Council had been posted up in the Church & Chapel, boards, and one application from Mr. Wm. Ellwood was put in for an acre allotment. The clerk was requested to fill in the answers to the Bucks C.C. questions and forward them to the clerk to the CC  with Ellwoods letter of application.

February 1908

Feb 5 1908                           A Meeting of the Parish Council held in the Oddfellows Hall on Wednesday Feby 5th  1908. Present
Mr. A. J. Clear Chairman 
Messrs W. R. Monk, J. White, C. Watson, A. Watson, H. J. Turnham, W. H. Stevens.

Report Re Water reserve             Mr. W. R. Monk & others reported having viewed the spot in the Old Sewer ditch & all agreed that it would be a costly matter to use it as a reserve for water in case of Fire.
               
Do.         Mr. A. Watson propd and Mr.  W. H. Stevens Secd that the Members all inspect the site of the Engine House yard with a view to making a Reservoir there for use of
[p.211] the Brigade in case of a Fire. “Carried.”

Foot Path Pic’dly              Mr. A. Watson reported having inspected the foot path & stile near Piccadilly and suggested a new Gate in place of a Stile. Mr. Varney & Mr. W. Walker not being present it was agreed that Mr. Monk be added to the Comtee. & \to/ make a further report at next meeting.

Parish Constable              Mr. J. White propd and Mr. C. Watson Secd that Mr. John Warner be appointed Parish Constable for the year 1908. “Carried.”

April 1908

1908 Apl 1st         The Annual Meeting of the Parish Council was held in the O.F.Hall Apl 1/08
present. Mr. A. J. Clear in the Chair
Messrs.  J. White, J. H. Turnham, C. Watson, A. Watson, A. Watson, W. Walker, W. H. Stevens, J. Varney, W. R. Monk.

The Minutes of last meeting were read and signed.

Charity a/cs        The Winslow Charity a/cs were presented as recd  from the Secty.  Mr. Hugh Ray, and a discussion took place Re – the Poors Allotments and the number of tenants who had recently had notice to quit. The Clerk was instructed to write to Mr. Ray asking for an explanation.

Station Road      Mr. W. H. Stevens propdand Mr.  J. White seconded that the County Council’s attention
[p.212] Station Road &” Paving High St” be called to the bad state of the Station Road, and also the Foot paving in the High S t from “The Golden Lion” Inn to Mr. F. Benbows. The paving being of ordinary Bricks only, they are now much worn and very uneven. “Carried” unan.

Overseers               Mr. W. R. Monk propdand Mr. C. Watson seconded that Mr. H. H. Wigley & Mr. R. J. Cowper be two of the Overseers for the coming year.
Mr. A. Watson propd and Mr. W. R. Monk seconded that Mr. J. W. Ingram & Mr. W. E. Law be the other two. “This was carried.”
               
Charity Trustee                Mr. J. H. Turnham propd and Mr.  W. H. Stevens Secd that Mr. John Varney be re-appointed on the Charity trustees Comtee. This was agreed to.

S. Jones letter re Stiles                 A letter was received from Mr. S. Jones Re the bad state of several Stiles in the Parish.
                Mr. W. R. Monk propd and Mr. J. White Stevens Secd that the Clerk write to Dr. Kennish respecting the Stile at the bottom of “The Walk” and ask him to put up a Gate or to improve the present stile with some foot boards.
                Mr. J. White propd and Mr. J. Varney Secd that a letter be written to Mr. E. A. Illing calling his attention to the bad state of the plank at the stile out of his Tank Meadow into Horwood Rd

Water reserve  The matter of the \proposed/ Reservoir at the Engine House yard was postponed to next meeting Mr. W. Walker offering to ascertain probable cost of same

[p.213] The matter of path near Piccadilly was next considered & Mr. Walker propd and Mr. J. White Secd that Mr. W. R. Monk be asked to speak to the R.D. Council on the subject & this was agreed to.

Cheque           Mr. J. White propd & Mr. J. H. Turnham Secd that cheques be drawn to pay Rates 7/11, Insurance 4/6 and the Audit Stamp 1/-/-

Mr. W. R. Monk propd & Mr. W. Walker Secd that the whole Council become the Lighting & Watching Comtee, as before. “Carried.”

Poors Allotments            A letter was received & read from Mr. H. Ray relative to the letting of Poors Allotments.
                Mr. John Varney as a \one of the/ trustees of the said allotments explained the actions of the Allotments Comtee in that they could not allow any able bodied man to hold a plot of Land & then sub let it, by reason of the wording of the Trust Deeds &C

[p.214] Re Pavement County Council     A letter was read from Mr. W. Crouch Clerk \R. J. Thomas, Surveyor/ to the County Council, respecting the pavement from the Golden Lion to Mr. F. Benbows, stating that if the Locality will pay the difference of 1/- per Sq. yard being half the extra cost between Bricks & concrete the C.C. would put down Concrete Slabs “about 300 Sq. yards being required”.
                The Clerk was requested to write asking if the word “Locality” meant the owners of the property facing the pavement, or the R.D. Council, also what arrangements were made when the C.C. put down slabs opposite Union Gardens &C.

1908 July 1st                       A Parish Council Meeting was held in the O.F. Hall.

The Minutes of last meeting were read & signed.

New Paving High St         A letter was read from the County Council confirming their previous letter in which they call for 1/- per Sq. yard towards the cost of new paving required in the High St  from the Golden Lion to Mr. F. Benbow’s.

[p.215] that Mr. A. J. Clear \should/ see Mr. W. R. Monk & Mr. E. A. Illing, the two Guardians, asking them to use their influence with the R.D. Council & get that Council to provide the extra cost required, as was done on a previous occasion opposite the Union House Garden.

Higher Education Comtee     Mr. A. J. Clear and Mr. J. Varney spoke respecting the position of the Higher Education Comtee, appointed by the Parish Council, and the action of the County Council in regard to that Council starting new classes in the town without consulting them and to explain their action in demanding from the Treasurer, the Bank Book, Cheque Book, & the balance at Bank, which took place six months since.

District Council & Paving              Mr. W. T. Walker propd & Mr. A. Watson Secd that a letter be written to the Winslow R.D. Council requesting them to bear that portion of the cost required by the County Council “viz 1/- per Sq. yard on 300 yards” in the new paving required from the Golden Lion to Mr. F. Benbow’s, as they did on a former
[p.216] occasion in Union Street.

Higher Education Secretaryship              A letter was read from Mr. Watkins, Education Secty. of Aylesbury, dated 15th July 1908 promising to give further information respecting the appointment of Revd. St J. Beamish as correspondent to the Local Higher Education Comtee.

Poors Allots.      Mr. A. Watson proposed & Mr. A. J. Clear Secd that a letter be written to Mr. H. Ray Sect. to Poor’s Allotment Charity asking him to bring before his Comteethe \following/ facts
1st That the Rabbits from Lord Addington’s Land are a source of great trouble to the allotment holders, eating up all green food such as Cabbage plants &c. &c.
2nd That there are a number of plots uncultivated resulting to in loss to those plots near by.

A letter was read from the
[p.217] Winslow Rural District Council declining to contribute towards the Victoria paving in The High St from “Golden Lion” to Mr. F. Benbow’s.
Mr. W. H. Stevens propd & Mr. J. White Secd that a letter be written asking the R.D. Council to pay the cost required by the County Council “viz” £15-0-0 out of the Winslow special expenses fund that having been the course taken in the new paving in Union Street a few years back.

The question of Parish stiles was adjourned to a future meeting.

1908 Sept 30       A Parish Council meeting was held in the O.F. Hall.

Rent of O.F. Hall               Mr. Walker propd & Mr. J. H. Turnham Secd that the a/c of £1/- for Rent of O.F. Hall to Apl 24/08 (1 year) be paid & a cheque was drawn. 

Paving High St   Mr. W. J. Walker propd & Mr. J. H. Turnham \White/ Secd that a letter be sent to the Bucks County Council, asking them to proceed with the new paving, in the High St “from Golden Lion to Mr. F. Benbow’s, as per their letter of
 [p.218] May 28th last. The Winslow RDC having agreed to pay the extra cost viz about £15- on the Victoria Slabs as suggested by the letter of above date.

Parish meeting (Lighting & Watching)

1908 Nov 18th                     A Parish Meeting called for the purposes of the Lighting and Watching Act 3 & 4 Wm 4th and for taking into consideration the amount of money to be raised for the purposes of the said act for the current year in this Parish, was held in the Oddfellows Hall on Wednesday Novr 18th. 1908.

Mr. J. Varney proposed Mr. W. Walker Secd, that that a Sum not exceeding £100 be raised for the purposes of the Lighting & Watching Act for the ensuing Year.
