                The Minutes of the last meeting were read & passed.

Report from Small & Barker        Mr. Clear reported having called on Mr. Barker (Solr.) respecting the Parish property in Horn Street
[p.240] who informed Mr. Clear that it was Copyhold property and that he (Mr. Barker) had a Copy of the Deed in his possession, and expressed his opinion that the Parish Council having been in undisturbed possession so long, the best course will be to let matters remain and take no further steps.

Note to Mr. Barker          The Clerk was requested to ask Mr. Barker for his Bill against the Council and also for a Copy of the Deed, that it may be held by the Parish Council.

Note to Mr. F. Letter to L.G.B. Chronicle                 A letter from Mr. E. J. French was read, asking the Council to move in the matter of naming and the Streets of the Town and numbering the houses, the Clerk was requested to write to the Local Govt Chronicle asking for information on the above subject, as to the powers of the Council in the matter.

Apt. Charity Trustees     Mr. J. White proposed & Mr. W. H Stevens Secd. “That Messrs. J. Varney & Thos. Walker be again appointed Charity Trustees for the three years ending Janry 13th 1915.

Note to H. Ray                  The Clerk to send notice of the above to Mr. H. Ray the Secty to the trustees.

Allotments Board of Agricltr       The Clerk was requested to fill in the form “Re- Allotments” and return to the Board of Agriculture.

Numbering of Houses of Winslow          The reply from the Local Govt Chronicle was produced & read, stating that the Parish Council have no power to number the Houses of the Town but the R D Council may obtain the powers from the L G Board & confer those powers on to the Parish Council.

Letter to Mr. French                       Mr. A. J. Clear propd. & Mr. E. Egleton Secd. that the Clerk reply to Mr. E. J. French’s letter and refer him to the R D Council.

Deed of property Horn St.           The copy of the Deed from Messrs. Small & Barker, was presented, respecting property in Horn St. together with their a/c for charges \total/ of £1/8/6, a cheque was drawn to pay the a/c, and the copy of the Deed to be placed in the P.C. Chest.

Aptmt of Parish Constables        The following persons were nominated by the Council for the office of Parish Constable

Re Handcuffs & Staves                  A circular from Mr. Crouch Clerk to the Buck standing joint Comtee was read by the Chairman requesting the Parish Council to see into the matter of Parish Constables being supplied with the necessary Handcuffs & Staves, the clerk was requested to enquire of Constable Warner if he had them in his possession.

Chq 12/2              A cheque 12/2 was drawn to pay a/cs E. J. French 3.0 Small & Barker 4/6 Income Tax 4/2.

Parish Council a/cs Balance         The Parish Council accounts for the year ended 31st March 1912 were produced by the Clerk. Balanced ready for Audit showing a Bal in hand on No. 1 a/c of Five pounds 17/6 and on No. 2 a/c of Twenty four pounds 19/3.

A cheque for one pound was drawn to pay the Rent of O F Hall for the year ending Apl 24th 1912.

Letter to RDC Re the Water Cart and Call on Santy. Rate                Mr. Egleton propd. & Mr. J. White secd. that the R.D. Council’s attention be called to the unsatisfactory way the Streets are watered also that the Parish Council think that they might be much better scavenged.
Mr. Egleton proposed & Mr. J. Varney  seconded, that the R.D. Council be requested to explain the reason for the heavy call on the Special Expenses Rate, making a 1/= in the £ rate necessary, seeing that the Rates of 8d  and 10d. in the £ have met the case since the year 1893 1903 “with one exception, viz 1907 1/=.”

A/c to RDC          The Clerk was requested to again send a bill to the R.D.C. for quit rent 1/= due July 29 1911.

Re Spl. Exp. Letter to RDC             A letter was read from the RDC in reply to your enquiry respecting the extra call on the Special expenses Rate.  Mr. Varney propd. & Mr. J. White seconded that the reply from the RDC is unsatisfactory, as \to/ the estimates spoken of
[p.245] in your letter, the Parish Council are quite in ignorance of, and the fluctuation should be in the lower direction, as the Loan and Interest are both yearly decreasing.

Re Street Watering Letter to RDC             Mr. Egleton propd. & Mr. W. Walker secd. that a letter be sent to the R.D. Council, stating that in the opinion of the Parish Council the Street Watering is a complete “Fiasco”, and seeing that the Contract is broken the Winslow Parish Council ask that it be discontinued at once.

Letter to Wigley & Sons                               Mr. J. White propd. & Mr. Egleton secd. that a letter be sent to Messrs.  Wigley & Sons calling their attention to the bad state of the stile leading out of Mr. Hurst field into Furze Lane, the ground on each side requires making up.

Letter to Mr. McCorqdl                   also that a letter be sent to Mr. McCorquodale  calling his attention to the bad condition of the Stile leading out of Town Closes into the Station Road Allotments.

Hogshaw foot path         The question of the foot path from Winslow & Grandboro Rd. was considered and no action was taken

[p.246] 1912 Nov 6th                        A Parish Council Meeting was held in the O.F. Hall.

Stile Furze Lane                A letter from Messrs.  Wigley & Sons was read Re Stile in Furze Lane objecting to do anything further to the Stile as neither the owner Mr. F. Hurst or the occupier Mr. J. Smith were in any way liable to do more than had been done.
Tender                 Mr. J. White propd. & Mr. W. H. Stevens Secd. that a plank be supplied at the expense of the Parish Council, at the above stile, Mr. Walker & Mr. White agreeing to get a tender for the job & have it done provided the cost be not more than 8/6 (eight & 6d) agreed. 
It was reported that Mr. Illing & Mr. McCorquodale’s stiles have been put in good order by them.

Hartcup & Son                A Letter recd. from Messrs. Hartcup & Son was put in & decided to be considered at the next meeting.

Annual Parish Meeting (Lighting & Watching)

1912 Nov 6th                       A Parish Meeting was held in the O.F. Hall.

The Notice Calling the Meeting was read.
The Minutes of the last meeting were read & confirmed.

Extra Cost of Gas              The question of the cost of Street Lighting was raised by Mr. Neal & others, the cost having risen considerably of late. The Chairman was called upon to explain the reason, which he did by stating that two extra Lamps were now in use, also that our Lamp Lighter was somewhat at fault and that complaints had been lodged with the Secty. to the Gas Co. about the case and that fresh rules had been made & it was now hoped that the cost would be kept down.
                A discussion took place on the question of having Incandescent Burners to the Street Lamps.  Mr. Neal Propd and Mr. Illing Secd & it was carried, that the Gas Co. be asked to make a trial with Incandescent Burners on two Lamps, one in Horn St. near Mr. Jones’ & one in the High St. (not being test Lamps) also that new Automatic lighters & ton Extinguishers be used on these two Lamps, and what cost, if any, the Gas Co. would make in the matter.

Rate of £135       Mr. H. H. Wigley propd and Mr. W. S. Neal Secd that a sum not exceeding £135 be raised for the purposes of the Lighting & Watching Act for the ensuing year.

1912 Dec 11th      A Parish Council Meeting was held in the Oddfellows’ Hall, present Mr. A. J. Clear (Chair)

The last Minutes were read & signed.

[p.247] Letter to C.C. Re path  Horn St                    A letter from Mr. Wm. Turnham was read, asking the Parish Council to move in the matter of new paving in Horn Street from the Bull Inn to the corner of Church Street.
Mr. J. Varney proposed & Mr. J. White Secd. that a letter be written to the County Council calling their attention to the state of the path in that part of Horn Street,    agreed to.

Letter to C.C. Re Bridge at  Lt Hd Ford      Mr. J. Varney moved the following resolution “That this Council                 call the attention of the County Council to the necessity of a Bridge for all road traffic at the ford between Little Horwood & Winslow Parishes”, this was seconded by Mr. Egleton, & carried. A copy of the above resolution to be sent to the Winslow Rural District Council.

Collectors Salary              A letter from the Winslow Guardians was considered respecting the application from the Asst. Overseer for an increase of Salary for Making & Collecting the Poor Rates it was propd. by Mr. W. H. Stevens & Secd. by Mr. J. White and carried that the reply to the Guardians be that the Collector Tho. D. Curtis is entitled to some additional pay owing to additional work.

letter to Mr. Cripps         The Clerk was requested to call the attention of the Sanitary Inspector to the state of the Spouting over the windows of “The Elms” late Mr. Willis’.
